Mumbai s Koli fisherwomen are a close knit community. | Paroma Soni One year ago, Hema Bhanji sat wearily outside her home, a makeshift two-story building in the crowded, twisting alleyways of the Versova Koliwada, Mumbai’s oldest fishing village. She was slicing deftly through the last of her fish, caught on the boat’s final trip before the Covid-19 pandemic arrived on India’s shores. By her side was a woman nearly 30 years younger, helping to clean the catch while hesitantly eyeing the chunks of surmai being tossed into a plate. Hema sighed and looked at her friend with exasperation. “Take the fish. Staring at it won’t fill you up.” Nearly in tears, the woman thanked Hema and hurried across the road to her family. She had to cook the fish before her husband woke up from his evening nap. As for herself, Hema went to bed hungry that night. “One empty stomach is better than five,” she said simply.

The paper prescribes curtailment of food subsidy to people from 75% in rural areas and 50% in urban areas to 60% and 40% respectively. This curtailment, the Niti Aayog estimates, will result in savings of Rs 47,229 crore. This very straight proposition needs to be looked at from the point of view of several factors.

The Ministry said Uttar Pradesh saw the highest reverse migration with more than 30 lakh workers going back to their villages followed by Bihar and West Bengal that received 15 lakh and 13 lakh migrants, respectively. Union Labour Minister Santosh Kumar Gangwar claimed in his reply that most of the workers have gone back to their original or other workplaces and “engaged themselves in productive employment”. The only information the Centre has about the deaths of migrants was from Madhya Pradesh, where 17 workers died when a train rammed onto them while they were walking over the rail lines.
