A Carroll man originally accused of third-degree sexual abuse has pled guilty to lascivious acts with a child. According to Carroll County District Court records, 20-year-old Michael John William Lyons was arrested on June 23 and charged with third-degree sexual abuse, a class C felony, following an investigation by the Carroll Police Department. As part of a plea agreement reached with prosecutors in October, Lyons filed his written plea to lascivious acts with a child, also a class C felony, over the weekend. Authorities say Lyons had sexual contact with a 13-year-old victim over a six-week period between April 15 and May 31. The court is slated to accept Lyons’ plea at a Jan 25 hearing. An order of disposition may be handed down then, or a sentencing hearing will be scheduled for a later date.
A Carroll man charged with controlled substance violations has been sentenced to probation after pleading guilty to the felony count in October. According to court records, 50-year-old Chad Michael Hess’ sentencing hearing was held today (Monday) in Carroll County District Court. Hess was arrested on Aug. 22, 2019 by the Coon Rapids Police Department after selling over 1.5 grams of methamphetamine during a controlled buy in May of 2019. He was charged with delivery of a controlled substance methamphetamine, a class C felony. In exchange for his guilty plea, a 10-year prison sentence was suspended, and he was instead placed on probation to the Iowa Department of Correctional Services for five years. This is Hess’ fifth drug trafficking-related conviction in Iowa since 1996.
