SACRAMENTO – Governor Gavin Newsom today announced the following appointments: Ida Antoniolli Clair, 56, of Elk Grove, has been appointed State Architect at the Department of General Services, Division of the State Architect, where she has served as Acting State Architect since 2019 and Principal Architect since 2016. Clair was Senior Architect at the Department of General Services from 2013 to 2016. She was Project Manager at Cynthia Easton Architects from 1999 to 2013. Clair was Project Architect at Itaya-Espalin and Associates Inc from 1990 to 1997. She is a member of the Association of Women in Water, Energy and Environment, the 2021 vice president/president-elect of the American Institute of Architects Central Valley and co-founder of the Certified Access Specialist Institute. This position requires Senate confirmation and the compensation is $182,964. Clair is a Democrat.

HR 1’s automatic registration threatens to make this problem much, much worse. Glenn “Pinocchio” Kessler of the Washington Postasserts it is a “bogus” claim by Heritage Action that Democrats want to register “undocumented immigrants” to vote and denies that the automatic voter registration requirement in HR 1 will lead to that. He clearly doesn’t understand the practical problems arising from a voter registration system in which election officials do absolutely nothing to verify that individuals registering to vote are actually citizens.

DMV Now Accepting Digital Signatures For Car Sales The California Department of Motor Vehicles now accepts digital signatures for vehicle purchases, allowing Californians to have a completely paperless car buying experience from their computer or smartphone. The DMV has been validating a secure electronic process since the National Highway Traffic Safety Administration (NHTSA) updated its regulations to allow digital signatures for odometer disclosures in September 2019. Previously, these disclosures had to be on paper with handwritten names and wet ink signatures – even online transactions needed to be finalized with an in-person signature, traditionally at a dealership.

Thursday, April 8, 2021 It has been a year for the record books for data privacy litigation (and we are only into Q2-who knows what Q3 and Q4 will bring!)  CPW has been tracking significant developments in this area of the law including in regards to the California Consumer Privacy Act (“CCPA”).  While the statute has been in effect for a little over a year, it has already become a battleground for plaintiffs seeking to assert statutory claims against defendants for failing to maintain reasonable security procedures (even if the only harm plaintiffs allegedly suffered is speculative risk of future injury).  In fact, the flood of litigation under the CCPA was cited this week as a reason for the Florida legislature to consider dropping a private right of action from a data privacy bill under consideration.
