Staff recommends supporting Senate Bill 5 and 15, which involve housing and development, and extending conditional support for Senate Bill 38, which relates to beverage containers. They also supported SCA 2, an item on public housing projects.
Most bills rejected by staff concerned housing development and planning and zoning, including Assembly Bill 115 and Senate Bill s 6, 9 and 10.
In a related item continued from their Feb. 16 meeting, the council will also consider adopting a resolution expressing the city s position on housing and preserving local control.

targets since the passage of key housing legislation, including

ministerial approval and streamlining of qualifying housing
projects if the jurisdiction has failed to meet its RHNA
targets. Housing developers planning for potential investment
can look to these production targets to assess regional and
city-based needs. Cities and counties also will update their
Housing Element and other planning documents to address the

FAIRFIELD A public hearing will be conducted by the City-County Coordinating Council on the Solano Subregional Regional Housing Needs Assessment.
The council, comprised of the county Board of Supervisors and the seven mayors, meets in the virtual session at 6:30 p.m. Thursday.
The draft methodology, which is used to determine housing needs across income levels throughout the county, then goes to the California Department of Housing and Community Development for a 60-day review.
Assistant County Administrator Bill Emlen and Principal Planner Matt Walsh are the presenters, along with Robert Guerrero, with the Solano Transportation Authority, and David Early, a senior adviser at the consulting firm Placeworks.
