Judge rules against motorcyclist who hit protester in SLO

A judge ruled on Wednesday that the motorcyclist who collided with a Black Lives Matter protester in San Luis Obispo last year may not have his criminal case dismissed through a misdemeanor diversion program. [Tribune]
On Sept. 2, 2020, motorcyclist David Medzyk revved his bike and turned left from Los Osos Street into a lane on Higuera Street where protesters Josephine Amarachi and Artemisia Shine were standing outside the crosswalk and demonstrating. After he drove past Amarachi and Shine, Medzyk struck protester LeiYahna Jefferson, who was yelling into a bullhorn at drivers from the crosswalk. Jefferson was not seriously injured, though she told investigators she experienced pain in her arm and leg from the collision.

A lesser-known scooter startup called Veo is entering the San Diego market, setting up 1,000 seated electric devices throughout downtown.
Many scooter fans may not have heard of Chicago-based Veo, but CEO and co-founder Candice Xie said that’s probably because they’ve never done anything scandalous enough to land the company in the news. There’s been no dumping of scooters without permission from cities (and in violation of local laws), no cease-and-desist orders or lawsuits from municipalities all examples of the many issues plaguing the electric scooter industry.
“San Diego has been a wild west for scooters for the past two or three years,” Xie said. “You’ve seen vendors dump thousands of scooters in the city fighting for market share and ignoring safety and compliance.”

The city constructed a PHB (formerly known as a High Intensity Activated crossWalK (HAWK) ) system on mast arms over the Calle Real travel lanes at Kingston Avenue. The PHB system replaced the previous old-style yellow flashing beacons at this three-way intersection.
The PHB system is a hybrid of a flashing beacon and a traffic signal and is another federally approved MUTCD signal for pedestrian-actuated crosswalk enhancements. The PHB includes a signal face suspended above the roadway that has two red lenses above a single yellow lens.
The system remains dark until pedestrian-activated. When activated, the signal flashes yellow, then a steady yellow, followed by a steady red, and finally alternate flashing red lights. The primary benefit is the requirement for all vehicles to stop for the red light. Vehicles may proceed when the red light is flashing and it is safe to do so.
