Atlanta-area sheriff accused of civil rights violations

© Getty Images An Atlanta-area sheriff has been accused of violating the civil rights of multiple people whom his department arrested, ordering them to be strapped to a chair and left alone for several hours. An indictment filed against Clayton County Sheriff Victor Hill on April 19 was unsealed on Monday, The Associated Press reports, and states that Hill approved a policy that allowed chair restraints to be used with a violent or uncontrollable person if other methods were ineffective. However, the indictments accuse Hill of allowing chair restraints to be used against people being held in custody for several hours, even when they posed no threat.

.  A recently unsealed federal indictment alleges Clayton County Sheriff Victor Hill, on multiple occasions, had county inmates placed in restraint chairs for several hours in violation of their constitutional rights. He turned himself in today.  The incidents described in the indictment all took place in 2020 and each inmate claims being strapped in the chair for hours caused physical pain and resulted in bodily injury. The Clayton County Sheriff s Office has an Inmate Restraint Chair policy, according to court records, that was approved by Hill. It reads: a restrain chair may be used by Security staff to provide safe containment of an inmate exhibiting violent or uncontrollable behavior and to prevent self-injury, injury to others or property when other control techniques are not effective.

The indictment also alleges the sheriff ordered his employees to use excessive force at the jail last year. Hill released a response to the allegations on Tuesday.
