A Georgia Sheriff is facing civil rights charges for ordering detainees to be strapped to restraint chairs for hours on end despite the fact they did not pose any danger to deputies, prosecutors said.
According to an indictment unsealed on Monday, Clayton County Sheriff Victor Hill is charged with four criminal counts stemming from several incidents involving inmates in law enforcement custody last year. He’s accused of depriving detainees of their right to due process and freedom from use of unreasonable force by officers, amounting to punishment.

A Georgia sheriff is facing federal civil rights charges after prosecutors say he punished people in his custody – including a 17-year-old boy accused of vandalism – by strapping them in a restraint chair for hours.
Clayton County Sheriff Victor Hill was indicted this month after prosecutors alleged he used unreasonable force when ordering pretrial detainees to be restrained for hours even while they posed no threat and complied with police. The indictment was filed April 19 and unsealed by a federal judge Monday.
In one instance, two detainees were strapped side-by-side in restraint chairs for hours last February, according to the indictment. The two were not allowed to use the bathroom, and one urinated on himself, prosecutors say.

CLAYTON COUNTY, Ga. - A federal grand jury indicted Clayton County Sheriff Victor Hill for alleged civil rights abuses to detainees in Clayton County Jail.
Hill faces several charges, FOX 5 has confirmed. FOX 5 s Aungelique Proctor has learned the indictment cites the sheriff s office s use of restraint chairs against four inmates. The indictment also alleges the sheriff ordered his employees to use excessive force at the jail last year.
Hill released a response to the allegations on Tuesday.

CLAYTON COUNTY, Ga. Clayton County deputies arrested a man Wednesday who allegedly took a 3-year-old child at gunpoint during a domestic violence incident, according to Clayton County Sheriff Victor Hill.
Clayton County Police officer responded to a domestic dispute at a Jonesboro home at about 5:30 a.m., Hill said.
When they arrived, the officers learned a man later identified as Jermaine Bagley had been walking around the outside of his child s mother s home with a handgun, Hill said.
He began to knock on the home s side windows with the gun, Hill said.
When Bagley did not get an answer, Hill said, he walked from the side of the house to the front porch and confronted the mother, eventually struggling with her.
