After a long, arduous process of political agendas taking priority over helping Americans suffering under unending lockdowns, killing their ability to provide for themselves, Congress passed a COVID spending bill on Monday evening, after lawmakers came to a compromise on Sunday. The relief package includes many of the expected items, while also including many bizarre items unrelated to the pandemic and its associated economic issues.
If President Trump signs the bill, direct electronic payments $600 for individuals, $1,200 for married couples, and $600 per dependent will be directly sent to every citizen or permanent resident who makes less than $75,000 a year (or $150,000 for joint filing married couples), with the payment amount phasing out for higher incomes. This proves a substantial change from the CARES ACT this summer, which gave $1,200 per individual and $500 per dependent.

As both the U.S. Senate and the U.S. House prepare to vote on a $900 billion COVID-19 relief package–and President Trump has indicated he will sign it–Sen. Brian Schatz says that Hawaii will receive at least $1.7 billion. Carl Bonham, Executive Director of the University of Hawaii Economic Research Organization (UHERO) said on Monday morning during the State House COVID-19 Select Committee meeting that Sen. Schatz had texted him that he believes the final total coming to Hawaii from this bill may be as high as $2.5 billion.
Schatz says the bill includes funding for unemployment assistance, and aid for small businesses, schools, vaccine distribution, hospitals, and health care workers.

The $900 billion COVID-19 stimulus deal approved by Congress includes billions for elementary and secondary schools, including dollars to help with improving ventilation and air quality during the pandemic.
A total of $54.3 billion has been secured for the Elementary and Secondary School Emergency Relief Fund. This will send formula funding to states and school districts so they can respond to the coronavirus crisis.
Those dollars can be used for school facilities repairs and improvements, like heating, ventilation, and air conditioning systems projects to improve indoor air quality, as well as addressing learning loss among students, including low-income students, children with disabilities, English learners, racial and ethnic minorities, students experiencing homelessness and children and youth in foster care.

North Texans who may be changing professions or who might have lost their jobs during the pandemic will get help learning new skills thanks to grants going to local colleges and universities.
