The County Council passed the use-of-force policy in July 2020 in response to local and national concerns over police brutality. The change followed the death of George Floyd, a Black man in Minneapolis who died after a police officer knelt on his neck for several minutes.

The U.S. Attorney’s Office is leading the effort. Acting U.S. Attorney Jonathan Lenzner told reporters outside the federal courthouse in Greenbelt on Wednesday that the number of carjackings combined in Montgomery and Prince George’s counties more than doubled from 2019 to 2020.
