Even among wisened civic leaders who have learned not to get too excited about the lofty plans of new administrations, there is palpable cheer among some in San Antonio who think President Joe Biden’s $2.3 trillion infrastructure proposal could have a once-in-a-generation impact on the environment.
Though the spending package announced March 31 is called the American Jobs Plan, it is by any name Biden’s climate change bill, drawing plaudits or opposition on those terms.
