The Kodiak Island Borough Assembly voted unanimously last week to release a legal memo regarding questions surrounding whether Assembly Member Geoff Smith should be allowed to vote on school funding since he is an employee of the Kodiak Island Borough School District.
The topic was added to the agenda Thursday night at the request of Assembly Member Julie Kavanaugh so she might better explain it to residents.
âIt will simplify my ability to speak with concerned community members about the topic,â Kavanaugh said.Â
Assembly members cannot disclose confidential information, including classified legal opinions, data about personnel or any other topic derived from executive session discussions.
Kodiak Island Borough assembly members continued to wrestle with the draft fiscal year 2022 budget at a special work session Tuesday.
The work session, requested by Borough Mayor Bill Roberts, examined two proposed alternatives to the borough managerâs draft budget and its amended cut.
Both alternatives were drafted by two groups of assembly members â one by Duane Dvorak and Geoff Smith, and the other by James Turner, Scott Arndt and Aimee Williams.Â
The two budget amendments propose to preserve nonprofit funding requested by the assembly on May 20 while avoiding drastic cuts that the managerâs revised draft made to the community development department.

Dalton Horn and Jackson Roberts, students in Kodiak High School welding teacher Anthony Cavanâs class, were approached by Superintendent Larry LeDoux to work on a project.
âDr. LeDoux came down and said he wanted something cool to really represent the school district and give some new life to the Central Services front area,â Horn said. âWe took that to heart and made a really flamboyant sign.â
Now installed in a planter box, the display incorporates all the elements of the KIBSD logo above the buildingâs name, along with the districtâs mantra, âEngaged in Learning, Prepared for Life.â
The Ketchikan School Board on Wednesday evening will consider eight teaching contracts for positions at Schoenbar Middle School, Ketchikan Charter School, Houghtaling Elementary School and Ketchikan High School.
