European Union countries could call for a global phasing out of polluting coal power and an end to fossil fuel subsidies as the bloc makes climate change a central part of its foreign policy, according to a draft document seen by Reuters. The statement, which EU ministers aimed to finalise on Monday, would commit to an aggressive line on climate diplomacy - by discouraging other countries from investing in fossil fuels and forging “high-ambition” alliances with large economies to spur faster emissions cuts.

European Union foreign ministers will promote a global phase out of fossil fuels and reaffirm commitments to finance climate adaptation measures at a meeting on Monday (25 January). “EU energy diplomacy will discourage all further investments into fossil fuel based energy infrastructure projects in third countries, unless they are fully consistent with an ambitious, clearly defined pathway towards climate neutrality,” according to draft conclusions from the meeting, seen by EURACTIV. Foreign ministers are expected to put green diplomacy at the top of their agenda, saying the EU “will seek to ensure undistorted trade and investment for EU businesses in third countries” as well as “a level playing field, and a fair access to resources and green technologies” in countries like China.

As the European Commission fleshes out its Green Deal policy unveiled by Ursula von der Leyen one year ago, companies are looking at how they fit into the picture. In December 2019, shortly after she took office, Ursula von der Leyen unveiled her first flagship policy – the EU Green Deal. It’s an umbrella of policies designed to get the EU to its target of reducing emissions by 55% by 2030 and down to net zero by 2050. Since it is a work in progress, many of those policies were unveiled last year, and there are more to come this year. But one year into the Green Deal, there is still uncertainty among the business community about how they, and their consumers, fit into the picture. Will the transformation be led top-down by EU regulation, or bottom-up by consumer demand?
