MONTPELIER With the Johnson & Johnson vaccine receiving emergency use authorization and the federal pharmacy program ramping up supply, Gov. Phil Scott announced Tuesday that school staff, public safety employees, child care workers and more Vermonters with high-risk conditions will become eligible for COVID-19 vaccinations starting next week.
Phase 5 of the state’s vaccination program will open Monday, March 8, Scott said, for high-risk Vermonters age 55 and over. Starting March 15, people with the same high-risk conditions ages 16 and over will become eligible. All told, that’s about 75,000 people, according to administration officials.

Michelle Ryerson calls her boutique in the Powerhouse Mall a “sparkle and bling store.” Hangers, racks and shelves brim with jewelry and headbands, hair clips, necklaces, scarves, shawls, handbags, earrings, bracelets, brooches, scrunchies and for the past 11 months face masks.
Thousands of masks in endless colors and patterns, many glittering with sequins, dazzling like a disco ball.
“I love sparkles. I love glitter,” Ryerson said last week standing in her store Jewelia, wearing a face mask flaked with (what else) sequins. Tiny diamond-like beads circled the eye frames of her glasses, too.
Chittenden County Deputy State’s Attorney Andrew Gilbertson said that Bourgoin was not prejudiced by Cotton’s testimony.
“It wasn’t something new or totally different or totally contradictory to what was already before the jury,” Gilbertson said.
The crash killed Mary Harris, 16, of Moretown; Cyrus Zschau, 16, of Moretown; Liam Hale, 16, of Fayston; Janie Cozzi, 15, of Fayston; and Eli Brookens, 16, of Waterbury. Four of the teenagers attended Harwood Union High School in Duxbury. Cozzi attended Kimball Union Academy in Meriden, New Hampshire.
Prosecutors had argued that Bourgoin had a history of intense anger issues and intentionally drove the wrong way in a fit of rage. His defense attorneys said Bourgoin was under the delusion that he was carrying out a secret mission for the government.
