Man accused of groping UPS driver, exposing himself to woman Andrew Binion, Kitsap Sun
A Port Orchard man accused in 2019 of raping two women charges that were dropped is now accused of groping a UPS driver and exposing himself to a woman after walking into her house.
On Thursday, Neil David Chess, 39, pleaded not guilty in Kitsap County Superior Court to a count of residential burglary and a count of fourth-degree assault. Prosecutors added a “special allegation” of sexual motivation to both counts.
Family members who in recent years filed protection orders against Chess wrote in court documents that Chess is mentally ill, has assaulted them and has made violent threats. Further, one wrote that he had struggled to obtain help for Chess.

A former city of Bremerton public works official fired last year for ethics violations is now facing kidnapping charges after he allegedly threatened to drive his wife to the woods to kill her then himself.
James Carlo Iovinelli, 49, of Silverdale was arrested Wednesday in the East Bremerton area after the woman called 911 from Iovinelli’s truck and police were able to intercept the vehicle, according to court documents.
Iovinelli was charged Wednesday in Kitsap County Superior Court with a count of first-degree kidnapping. He is being held in the Kitsap County Jail without bail and is expected to be seen in court Wednesday afternoon.

Jury trials at the Kitsap County Courthouse were “re-suspended” Tuesday after a surge in holiday season coronavirus infections and the recessing Monday of what would have been Kitsap County Superior Court s third criminal trial since March.
Superior Court Judge Kevin Hull and District Court Judge Jeff Jahns issued the order, saying cases are surging after the Thanksgiving holiday to their highest point yet.
“Though COVID-19 cases were rising before Thanksgiving, the (Kitsap Public) Health District notes Kitsap’s infection rate has increased at an even faster rate,” the two presiding judges wrote in their order.
