OXFORD — Granville County Commissioners have voted to end the state of emergency they established early last year to claim the legal authority to deal with the COVID-19 pandemic. The emergency declaration, first declared on March 23, 2020, will end this coming Monday, July 12, commissioners said. County officials cited as reasons for the decision “improvements in the key COVID-19 metrics,” namely lower rates of emergency department visits, lower percentage of positive tests, and lower numbers of COVID-19 hospitalizations Under state law, a local-level emergency declaration allows the county, city or town issuing it to use a host of follow-up measures to protect public safety including curfews, evacuations, restrictions on movement, business or alcohol sales, and restriction on the transportation, sale, purchase, storage and use of gasoline and other dangerous substances.
