In parts one and two of our series on President Biden’s infrastructure plan, we have discussed infrastructure resilience, remediation, green technologies, and reducing greenhouse gas emissions. Today, we focus on a central theme woven into President Biden’s proposal: equity and environmental justice.
Many of President Biden’s proposals fall into several of the four areas of federal policy intervention that environmental research institution Resources for the Future has identified as necessary for a fair transition to greener technology: workforce development and labor standards, economic development, environmental remediation, and infrastructure, and public benefits. The summaries below include some of that overlap.

Today, theWhite House Interagency Working Group on Coal and Power Plant Communities and Economic Revitalization released a report that was delivered to President Biden and included the initial recommendations from the Interagency Working Group to catalyze economic revitalization, create good-paying, union jobs, and support workers in energy communities – hard-hit coal, oil and gas, and power plant communities – across the country.
The Interagency Working Group identified nearly $38 billion in existing federal funding that could be accessed by energy communities for infrastructure, environmental remediation, union job creation, and community revitalization efforts. President Biden’s $2 trillion national infrastructure plan, released March 31, includes many new or expanded programs for rural America.
The most interesting proposal – but also with few details so far – is a new $5 billion “Rural Partnership Program to help rural regions, including Tribal Nations, build on their unique assets and realize their vision for inclusive community and economic development.” This program will support local planning and capacity-building efforts and offer f
