Clarksville City Council appears divided on Roxy performing arts center It s an idea that has been in the making for about a decade: Take the historic Roxy Theatre and turn it into an expanded downtown Clarksville performing arts center with world-class features. But with a Clarksville City Council full of new faces, there is renewed skepticism about whether it s the right course to take. On the council s February agenda is second reading of an ordinance that, if approved, would authorize the city s purchase of the Roxy property. The fair market value purchase price is quoted at $810,000 after appraisal. After the purchase and construction of the performing arts center, the city would lease the new center to Roxy Productions, Inc. for operation and management of the facility.
