Airport redo: Cleveland Hopkins International Airport is planning for a $2 billion rebuilt terminal that is half new and half old. CLEVELAND, Ohio The Cleveland Community Police Commission has joined the chorus of Northeast Ohio officials calling for the Justice Department to re-open a federal civil rights investigation into a former Cleveland police officer’s killing of 12-year-old Tamir Rice.
Ten of the commission’s 12 members voted to send the letter that was delivered Monday to the head of the Justice Department’s Civil Rights Division in Washington and the U.S. Attorney’s Office in Cleveland asking them to revive the probe following reports that officials in former President Donald Trump’s DOJ let the investigation stall in his final months in office and then closed the case after he lost the 2020 election.

In 1994, Congress gave the Department of Justice the power to address a pattern and practice of police misconduct within departments and to sue cities for civil relief. Consent decrees can involve any government agency, but are most commonly used with police departments.
Since that time, how many investigations and decrees are started each year has become somewhat political.
While President Barack Obama was in office, there were 25 investigations launched, resulting in 15 consent decrees entered into by the DOJ. By contrast, there were only three consent decrees during the administration of President George W. Bush.
