The six were named in a central bank circular distributed to financial institutions late last week, according to two people with knowledge of the matter who declined to be identified. The assets of Finance Minister Ali Sharif Al-Emadi, arrested Thursday over alleged abuse of power and misuse of public funds, were also frozen. Government officials declined to comment.

Man grazed in South Loop shooting

The man, 20, got into an argument with someone about 3:45 p.m. as they left a building in the 800 block of South Wabash Avenue, Chicago police said. The other person then pulled out a gun and opened fire, grazing the man on the foot, police said. The man was taken to Northwestern Memorial Hospital in good condition. Columbia College, which operates just a few blocks away, sent out an alert saying that the shots were fired outside 829 S. Wabash Ave., which is home to East-West University student housing.
