Discussing ‘profound questions’ about governor’s emergency powers

The chairman of a key House committee and a few other legislators have begun discussing new limits on the powers Iowa governors may exercise during emergencies.
Representative Steven Holt, a Republican from Denison, said in California, for example, churches could not hold indoor services, but strip clubs got a court order in November to stay open.
“It really is not related to Governor Reynolds. Governor Reynolds is not always going to be the governor,” Holt said. “…We need to have a discussion as to how far we believe these emergency powers should be allowed to go.”

Democrat leader says something needs to happen with Iowa’s Bottle Bill

Legislative leaders from both parties say there’s no agreed-upon plan yet, but momentum is building for changes in Iowa’s bottle deposit law.
House Democratic Leader Todd Prichard of Charles City said “something needs to happen” with the so-called “Bottle Bill.”
“Iowans like the Bottle Bill. They realize that it keeps litter out of the ditches and roadways, but we’ve got to make it work for all the players,” Prichards said during taping of this weekend’s “Iowa Press” on Iowa PBS. “There are some major health concerns from the grocers.”

Des Moines, Iowa Democrats say COVID protocols in the legislature are falling short and endangering the health of employees and the general public.
Representative Brian Meyer, a Democrat from Des Moines, says online testimony should be allowed at public hearings.
(as said) “They don’t feel like it’s safe to come here I mean we don’t have a mask mandate,” Meyer says, “but they still want to participate in this great democracy that we have.”
House Republicans have voted to stick with their plan to livestream hearings, but only let people speak if they’re at the Capitol. The Iowa Federation of Labor and the Teamsters filed a complaint with OSHA Thursday, accusing GOP leaders of showing “reckless disregard” for the health of people inside the Iowa Capitol. Representative Meyer says a mask mandate is common sense and he pounded on his desk as he spoke Thursday during House debate.
