WASHINGTON, April 29 (Reuters) - As U.S. President Joe Biden s first 100 days come to a close this week, a number of key policy positions and contentious issues remain under review, to use the White House s terminology.
They stretch from deep-seated economic issues a generation in the making to controversial policies introduced by Republican President Donald Trump s government, which preceded the Democratic Biden administration.
Many relate to China, the United States strategic competitor, a rivalry that Biden has starkly defined, most recently in a speech to Congress on Wednesday, as a struggle between democracy and autocracy for control of the global economy in the 21st century.

LOS ANGELES President Joe Biden’s first address to Congress on Wednesday night attracted an estimated 26.9 million viewers across 16 U.S. television networks, according to Nielsen ratings data released on Thursday.
Biden’s audience slumped nearly 44% below the TV viewership for Republican President Donald Trump’s first address to a joint session of Congress in 2017. Trump’s remarks pulled in 47.7 million TV viewers on 11 networks.

In Wednesday’s speech, Democrat Biden proposed a sweeping new $1.8 trillion “American Families Plan” and pleaded with Republican lawmakers to work with him on divisive issues.

WASHINGTON (AP) The Latest on President Joe Biden’s first joint address to Congress (all times local):

South Carolina Sen. Tim Scott has used the Republican response to President Joe Biden’s address to Congress to vow that “America is not a racist country.”
Scott, the only Black Republican senator, seized on Biden’s calls earlier in the evening that passage of major police reform could help stamp out institutional racism nationwide. Scott countered that “today, kids are being taught the color of their skin defines them again. If they look a certain way, they’re the oppressor.”
