LIHEAP grants still available for locals struggling with heating costs
From Staff Reports
Peoples Gas customers can still apply for the Low Income Home Energy Assistance Program (LIHEAP).
LIHEAP, a federally funded program by the Pennsylvania Department of Human Services, offers one-time grants to income-eligible utility customers that need help with heating costs. For the 2020-2021 winter heating season, the minimum LIHEAP grant is $200 which, if granted, will be applied directly to customers heating bills.
Those who are in danger of losing their heat or have an annual income of up to $19,140 or a family income up to $39,300 for a family of four are eligible to apply and can do so online through the Commonwealth of Pennsylvania Access to Social Service website (COMPASS) at www.compass.state.pa.us. Applications are due by April 30.
NECAC advises of utility assistance extension
Moberly Monitor-Index
The not-for-profit North East Community Action Corporation (NECAC) has announced that the utility assistance deadline has been extended.
In-person applications will be accepted through May 31. The previous deadline was March 31. In addition, mailed applications postmarked June 14 or earlier will also be processed. The extension was approved by the Missouri Department of Social Services Family Support Division.
There are two types of assistance available. The Low-Income Home Energy Assistance Program (LIHEAP) and the Energy Crisis Intervention Program (ECIP) are funded by the federal government and distributed through the states, which contract with non-profit groups such as NECAC to administer the programs at the local level.

A year ago, the state’s Public Utility Commission enacted a moratorium that would keep utilities running for low-income customers.
“This order applies to utilities that are regulated by the PUC. Locally that’s utilities like Duquesne Light, People’s Gas,” says WESA reporter Kate Giammarise. “It does not apply to utilities operated by municipal authorities.”
