Young people are concerned that they will be unable to access certain services in both the public and private sectors if they do not register under the National Identification System (NIDS). Specifically, the youth are worried that if they do not obtain a National Identification Card they will be denied service. Their concerns are contained in a submission from the Youth Advisory Council of Jamaica (YACJ) to the Joint Select Committee of the Parliament examining the new NIDS Bill. “A comprehensive review of the Bill does not sufficiently safeguard against accessibility issues to both public and private sector services that may arise by virtue of the implementation of the NIDS. Depending on the implementation of the NIDS system, this could result in an artificially voluntary system which could disadvantage non-NIDS holders and which will eventually frustrate members of the public into obtaining a NIDS card,” the submission stated.
