Oversight hearing on State Historic Preservation office Tuesday By Anumita Kaur For the second time in less than a month, the Legislature will hold an oversight hearing involving the Guam State Historic Preservation Office on Tuesday.  The first was held April 22, but the acting preservation officer, Carlotta Leon Guerrero, was not present due to medical reasons. That left most questions on the agenda unanswered.  Sen. Unknown timeline for amending buildup agreement By Anumita Kaur The Preservation Office said that it still plans to review, and potentially amend, the agreement between the government of Guam and the military that dictates historic preservation efforts during the Marine Corps buildup, although it’s unclear when this will happen or the scope of changes. “We’re still looking into it. Since I’ve been back, I haven’t had a sit down with the (attorney general’s) office yet, and that’s one of the things I need to do,” said state historic preservation officer Patrick Lujan. “Maybe after I have a discussion with the AG’s office, I’ll have a better idea.”

The 2011 Programmatic Agreement, a contract between the Department of Defense and the government of Guam, outlines the military s responsibilities to minimize impact to the island s historic sites during the Marine Corps relocation.  Many residents and lawmakers have pointed to weaknesses in this agreement including Lujan, who previously stated he may seek language promoting preservation in place of historic sites during future military buildup construction. Amendments may also include more stringent requirements for archaeological monitoring.  Leon Guerrero earlier this year stated that beginning the agreement s review hinged on Lujan s return, and that in the meantime she would get the legal counsel in place.
