Guam plans to seek a grant from the military’s Office of Economic Adjustment to start drawing up plans for a new Guam Memorial Hospital, including how large it would be and how much it might cost, according to hospital Administrator Lillian Perez-Posadas.
The OEA has been providing financial assistance to Guam because of the impact of the ongoing military buildup, which will bring thousands of Marines to a new base in Dededo, Camp Blaz.
Perez-Posadas provided an update on the new hospital project during an oversight hearing Thursday with lawmakers.
The U.S. Army Corps of Engineers, which assessed the existing GMH facility in November 2019, has recommended Guam build a replacement hospital at a cost of about $743 million instead of spending $761 million to renovate the current facility in Tamuning.

“The federal government is going to have a third package, called the American Rescue Plan,” she said.
Guam must remain in a declared public health emergency in order to be eligible for the financial assistance, she said.
Guam Del. Mike San Nicolas has said the relief package will provide $661 million in assistance for Guam, on top of other federal pandemic assistance programs. He said the money can be used by the local government to make up for lost revenue and other negative economic impact related to the pandemic, among other purposes.

Families are given the full $1,400 amount per dependent as well, with both children and adult dependents included. The Guam Economic Development Authority may top off its rental relief grant program with another $1.8 million and establish more business grants, pending federal funding.
A COVID-19 relief package that secures $661 million for the government of Guam remains in the U.S. House of Representatives.
If it comes in, the governor has indicated she ll be looking at additional business grants for us to establish, said David John, GEDA chairman of the board.
Using last year s CARES Act funds, the agency distributed about $20 million in business grants through two programs.
About $17 million in small businesses pandemic grants went to 2,351 businesses on Guam as of January. The program was launched in May 2020 and is closed.
