The President recalled that the Sarkin Dawakin Katagum served his fatherland creditably during his terms as National Commissioner, National Planning Commission, and Member, Federal Judicial Service Commission. President Buhari noted that Alhaji Mukhtar was a man of exemplary character who mentored several subordinates wherever he served and contributed significantly to the development of not only his state but also his hometown, Azare.

Community development innovation was first brought to my attention, while researching my doctoral thesis, by the Aboyade-Mabogunje OPTICOM (optimal community) project at Aáwé. This project took the rural localities as the first condition in any reflection about grassroots development. I have outlined such innovative examples like the Awujale-Mabogunje Ijebu Ode poverty alleviation programme, and the Awujale Chair of Governance at the Olabisi Onabanjo University. No one can fail to have noticed also the Obi of Onitsha and his giant strides at modernizing outdated cultural practices in Onitsha including the outrageous bride-price.

By Olusegun Obasanjo Nigeria is an experiment in democratic governance that requires astute and critical leadership. Even as a military Head of State, I already had this understanding while being at the helms of affair. Nigeria is a complex and complicated entity that can task even the most visionary of leadership anywhere in the world. But it is also a context of national possibilities that inspires hope and compels visions of nation building and from this I found that Nigerians are not impossible to lead if all the ingredients of leadership are in place and employed. And it is in this sense that I nostalgically recall the ferment of ideas and visioneering that led to the birth of the National Institute for Policy and Strategic Studies (NIPSS) in 1979.
