Four arrested on drug and weapon offenses Staff report Bria Gilliland, Chad Haynes, Stanley Abdul Lamar Howard Jr., and d Terrence West were arrested Tuesday, July 20, 2021 PORTSMOUTH Portsmouth Police Chief Debby Brewer and Scioto County Sheriff David Thoroughman announced that three Portsmouth, Ohio residents have been arrested on drug and weapon offenses. The arrests are results of an investigation conducted by the Southern Ohio Drug Task Force. The task force consists of narcotics detectives from the Portsmouth Police Department, the Scioto County Sheriff’s Office, and agents with the Federal Bureau of Investigation. At approximately 11:38 a.m. on July 20, 2021, task force officers assisted by Portsmouth Police Department S.W.A.T. executed a search warrant at the residence of 41-year-old Stanley Abdul Lamar Howard Jr., located at 2206 8th St. Portsmouth, Ohio.
