Tax recoveries remain at $30m Tax ombudsman suspects corrupt practices behind low offshore recoveries ISLAMABAD: The government could recover a meagre $30 million (Rs4.6 billion) out of cases of billions of dollars referred by the Organisation for Economic Cooperation and Development (OECD), prompting a state institution to launch probe into complaint of malpractices. Average tax recovery in 1,150 cases by three zones was just Rs4 million or $25,800 per case owing to poor performance of the Karachi Zone of the Federal Board of Revenue (FBR), according to official documents seen by The Express Tribune. The official record shows that progress on thousands of offshore tax evasion cases was painstakingly slow despite Prime Minister Imran Khan’s declaration that the recovery of stolen and tax-evaded offshore money was his high priority.

FTO suggests curbing tax officials powers in recovery through bank attachment

Daily Times April 1, 2021 The Federal Tax Ombudsman (FTO) has recommended to restrict powers of tax officials in recovery of outstanding accounts through freezing the bank account of taxpayers. The FTO in its proposals for the next budget 2021-22 said that coercive recoveries through attachment of bank accounts without notice and subsequent delay in restoring the account, hits the taxpayers very hard. It was recommended that notices should be issued with bar code and time limit may be prescribed for ensuring the de-sealing of bank accounts of taxpayers/assesses after resolution of issue. The FTO in the budget proposals has suggested to restrict the use of power to attach bank accounts unless the case under litigation has been established at least in the first appellate stage. It proposed adherence to service of bar-coded notices to eliminate possibility of abrupt attachment of bank accounts for recoveries and hasty ex parte decisions. Tax ombudsman services for businessmen underlined National February 13, 2021 PESHAWAR, The Sarhad Chamber of Commerce and Industry president Sherbaz Bilour has asked the business community to benefit from the Federal Tax Ombudsman (FTO) services. He was speaking to Advisor (Customs) Federal Tax Ombudsman, Islamabad, Dr Arsalan Subuctageen, Advisor In-charge Income / Sales Tax FTO, Peshawar, Abdul Wadud and Kiramatullah Khan on Friday. The SCCI chief said the chamber members should file complaints, if any, against the Federal Board of Revenue (FBR) and its subordinate institutions to get speedy relief. Terming the FTO as an effective forum for the business community to address their complaints about Income Tax, Sales Tax, Customs and Federal Excise Duty, the SCCI chief said the FTO steps for addressing taxpayers’ complaints against FBR and its subordinate institutions.
