Careless drivers, unsecured loads and garbage spilling from roadside homeless encampments are the leading causes of the unsightly mess along Washington’s roads, according to those charged with preventing and cleaning it up. “Roads don’t litter themselves,” said Steve Williams who leads the state Department of Ecology’s war on litter in the Northwest region.
