Gov. Andy Beshear has sued Kentucky Senate President Robert Stivers and House Speaker David Osborne over legislation the Republican-dominated legislature recently passed that significantly reduces the number of Kentucky State Fair Board members the governor can appoint.  There s only one executive branch, and it s headed by the governor, Beshear told reporters during an unrelated event Monday.  And every time you try to move governance outside of there and let other people make decisions that aren t accountable to the voters . the less responsibility you get. His lawsuit, filed Friday in Jefferson Circuit Court, aims to invalidate House Bill 518, which cut the number of governor-appointed voting members on the State Fair Board from 12 seats down to five and shifted more appointment power to the Kentucky agriculture commissioner instead.

Andy Beshear has asked a Kentucky judge to strike down a Republican-backed law that weakened his appointment authority over the state fair board. The measure transferred power to appoint a majority of the fair board’s members to the state’s agriculture commissioner. The current commissioner is Republican Ryan Quarles. Beshear and a member of his cabinet filed a lawsuit in Jefferson County Circuit Court late last week challenging the law. The suit says the majority of appointments to executive branch boards have been reserved for the governor as the state’s chief magistrate under the Kentucky Constitution.
