If you arrive in England from abroad, you need to take a COVID-19 test if you are staying for more than 2 days.
To transport goods internationally by road, you need either a:
EU countries, Iceland, Liechtenstein and Norway:
commercial trailers weighing over 750kg
non-commercial trailers weighing over 3,500kg
Abnormal load trailers
You need a keeper’s certificate for an abnormal load trailer to use it abroad. Keep the certificate in the vehicle to show at border crossings.

HGV drivers fined more than 400 times for not having Kent Access Permit

More than 400 fines have been issued to HGV drivers who failed to obtain a valid Kent Access Permit before entering the county.
The passes were introduced on December 16, and all drivers with loads of over 7.5 tonnes must have one if leaving the country via the Port of Dover or Eurotunnel.

Their aim is to help ensure any traffic disruption is kept to a minimum in the wake of the Brexit transition, with freight volumes expected to return to normal levels before the end of the month.

An unfinished Brexit lorry park in Ashford is expected to get busier in the coming days after opening for the first time last week.

Now new drone photos capture just how big the plot is - as staff prepare for an influx of lorries at the end of the Christmas lull.
Ashford MP Damian Green described the move as a really bad error , but says capacity at the lorry park has been handled very well so far .
