Capitol Police Should Be Protective Agency, Instead of Traditional Cops, Inspector General Says On 4/15/21 at 3:31 PM EDT Michael A. Bolton, the inspector general for the U.S. Capitol Police (USCP), detailed the changes he recommended that the force needs before a House committee on Thursday after he conducted an investigation into the force s deficiencies that enabled the January 6 Capitol riot to transpire to its extent. Bolton said that the culture of the Capitol Police force needs to change and address the areas of intelligence, training and operational planning. In regards to culture change, we see that the department needs to move away from the thought process as a traditional police department and move to the posture as a protective agency, Bolton said in his statement.
