City have launched an internal investigation after Benjamin Mendy appeared to break coronavirus rules by hosting a New Year s Eve party.
On Tuesday the Premier League confirmed a season-high 40 positive coronavirus cases were recorded in the latest week of testing.
Manchester City and the other three teams contesting the Carabao Cup semi-finals and final will be allowed to make five substitutions per game, the English Football League has confirmed.
Up until the last-four stage, regulations had been kept in line with the Premier League, with the substitution limit at three.
As was the case during the resumption of the 2019/20 Premier League season, coaches will be limited to three opportunities to use their five substitutions during the 90 minutes.

Manchester City confirmed three more cases of coronavirus on Wednesday, with goalkeeper Scott Carson, teenage midfielder Cole Palmer and a member of staff testing positive.
City were without six other players for their Premier League victory at Chelsea on Sunday following positive tests.
“Manchester City FC can confirm that Scott Carson, Cole Palmer and one member of staff have tested positive for Covid-19,” the club said in a statement.

Manchester United face local rivals Manchester City in the Carabao Cup semi-final on Wednesday, in what is the second Manchester derby of the 2020/21 season.
United will be without Edinson Cavani, who is banned, with Victor Lindelof also an injury doubt, with Eric Bailly once again expected to partner Harry Maguire in defence.
Having been knocked out of three cup competitions at the semi-final stage last season, Ole Gunnar Solskjaer s side will be hoping to progress and bag some silverware in this campaign.

Manchester United host Manchester City in the Carabao Cup semi-final on Wednesday evening, where a win on the night is enough to reach the final.
The rules of the competition have changed ahead of this season which sees the two-legged system of the semi-final scrapped and replaced with penalties should there not be a winner after 90 minutes. City prevailed last season as United lost one of an eventual three semi finals, while the Cityzens went on to retain the cup for a third consecutive season.
