KP to hold local govt polls on Sept 15 National January 28, 2021 PESHAWAR: The Khyber Pakhtunkhwa government on Wednesday announced to hold local government elections in the province on September 15. The decision was made by Chief Minister Mahmood Khan and was endorsed by the provincial cabinet which met here on Wednesday, said an official handout. The ministers, advisers, special assistants, chief secretary and administrative secretaries attended the meeting. The participants debated the 31-point agenda and made a number of decisions. The handout said the chief minister directed to increase the honoraria of Chief Khateeb and Moavin Qazis of the province. He ordered the officials to prepare the laws, rules and regulations on the pattern of E&D Rules, PPRA Rules and Retirement Rules already prepared by the federal government.

Finance meeting reviews draft-law on services

Peshawar January 22, 2021 PESHAWAR: The Khyber Pakhtunkhwa government has a strong commitment to consolidate and continue with Public Financial Management (PFM) reforms in the province. According to an official handout, these reforms include formulation of an overarching legal framework in the form of PFM Law with an objective to ensure fiscal discipline, improve financial sustainability, enhance efficiency for better service delivery, bring transparency and strengthen accountability in the PFM systems of the province. The Sub National Governance (SNG) Programme is providing technical support to the Finance Department in the formulation of the draft PFM Law, Khyber Pakhtunkhwa Revenue Authority Act and Tax on Services Act. A deliberation session on the draft PFM Law, developed by the Finance Department with the technical support of SNG was chaired by Minister for Finance and Health Taimur Salim Khan Jhagra.

Policy note on reforming sales tax launched Peshawar December 24, 2020 PESHAWAR: The Consortium for Development Policy Research (CDPR) in collaboration with the International Growth Centre (IGC), Sustainable Energy and Economic Development (SEED) and the provincial government launched a policy note on ‘Reforming Sales Tax on Services in Khyber Pakht-unkhwa’ through a webinar. The note presents a framework for reforming Sales Tax on Services (STS) in the province through the Khyber Pakhtunkhwa Revenue Authority (KPRA). This policy note was driven by SEED’s strategic priority to provide technical assistance to the KP government funded by Foreign, Commonwealth and Development Office (FCDO). One of the main agendas of SEED, a multi-sectorial seven-year programme, is to support the KP government in achieving economic development and undertake sustainable energy reforms in KP.

The 66% hike is said to have come with a simple policy approach, ‘tax acculturation’, under which businesses and people were inclined to pay taxes. According to the KPRA’s annual report, high tax rates do not guarantee higher revenue collection, as the raise can be witnessed even through tax rates pitched on the lower side.
