Leaders balance pandemic recovery demands

Leaders in the Pikes Peak region are optimistic about city economies rebounding from the COVID-19 pandemic, and they’re balancing the pros and cons of the thriving tourism and construction industries.  Asked at the 2021 Mayors Panel about pandemic recovery help for small businesses in Pueblo, Mayor Nick Gradisar said a half-cent economic development tax paid off when they needed it most. He had the support of his city council to distribute funds to 364 businesses in Pueblo and build parklets to support outdoor dining. “When the pandemic hit and our small businesses had to shut down, I thought it was important, as did the city council, to make $5 million of that money available to those small businesses,” Gradisar said.

Colorado Springs City Council deadlocks over carports

The Colorado Springs City Council deadlocked Tuesday on whether to legalize carports in front of homes and ultimately came to no decision after hours of persuasive arguments from residents concerned allowing carports across the city could hurt historic neighborhoods and residents in need of carports to protect their property.  The council had seemed poised to allow carports this week after a recent informal discussion, but the new Historic Neighborhoods Partnership seemed to convince some board members to look closer at more stringent rules to protect the architecture and character of older neighborhoods. The board will likely take the issue up again informally after failing to agree to postpone a vote on carports and failing to agree to legalize the structures. The board voted 4 to 4 twice. They tied on a vote to delay the issue and to legalize the structures, meaning both motions failed. Councilman Richard Skorman was absent leading to the deadlocked votes.

Colorado Springs City Council wants to retain say in land-use appeals

Colorado Springs City Council members informally decided Monday they want to stay involved in most appeals involving major land development projects, after hearing major opposition to a proposal that would have cut them out.   A proposed revision to the appeal process in the update to the zoning code would have required appeals of property rezonings, one of the most major land-use decisions, to go to court and bypass the City Council. The draft also proposes allowing lower boards of appointees, such as the Planning Commission, to have the final say on administrative decisions like plats, or final plans to subdivide properties.
