GOUVERNEUR Scott L. Briggs, 52, of Gouverneur was arrested on April 23 subsequent to an investigation conducted by the New York State Police Computer Crime Unit.
A search warrant was executed at Briggs’ residence, and State Police said he was found to possess child pornography.
He was charged with promoting a sexual performance by a child and possessing a sexual performance by a child.
Briggs was ticketed and scheduled to appear in Gouverneur Town Court at a future date.
Due to a violation of the terms of his parole, Briggs was remanded to St. Lawrence County Correctional Facility, State Police said.

Andrew G. Laduke, 33, Plattsburgh, was charged at 2:25 p.m. for Speed in Zone. Subject was going 45 mph in a 30 mph speed zone on East Main Street. Subject was issued a uniform traffic ticket with a Gouverneur Town Court date.

Michael J. Labarr, 22, Bombay, was charged at 7:27 p.m. for Criminal Possession of a Controlled Substance 3rd – Intent to Sell (B Felony). Defendant was found to be in possession of 7 bricked packages containing 350 packets of a white powdery substance inside that field tested positive for fentanyl/heroin following an investigation from a welfare check at the Gouverneur Mcdonald’s parking lot. Defendant was arrested and arraigned before Judge Travis Dann of the Gouverneur Town Court and released on his own recognizance due to the New York State bail reform.
