Andrew Cuomo to step down amid accusations of sexual harassment and unwanted behavior toward women. “We can’t have an executive who is focused on political retribution,” said Ian Phillips, who’s been chair of the Cayuga County Democrats for seven years. “It’s hard to see how he continues.” Phillips is joining a small but growing group of Democrats calling for Cuomo, a Democrat serving his third term, to step down.
