The Legislatureâs Democratic supermajority put on something of a show Monday as they pretended to pass a new state budget.
There were floor speeches, formal roll call votes and a deluge of self-congratulatory statements after the dayâs activities.
âThe budget weâre sending to Governor Newsom reflects responsible budgeting as the Legislatureâs top priority and makes vital investments in Californiaâs future,â Assembly Speaker Anthony Rendon and Senate President Pro Tem Toni Atkins said in a post-session statement.
However, it was just a sham driven by the state constitutionâs requirement that legislators pass a budget by June 15 or see their salaries suspended.

SACRAMENTO California legislators approved a placeholder state budget Monday to meet a constitutional deadline, but negotiations with Gov. Gavin Newsom over how to spend a windfall of tax revenue continue with two weeks until the start of the new fiscal year.
The $267 billion framework adopted by the Legislature allows lawmakers to fulfill a requirement that they pass a balanced budget by June 15 or go without pay. Nevertheless, key differences with the governor remain including just how much money the state expects to have in future years and will need to be worked out in follow-up bills.
