Democrats in New Jersey announced an agreement on what they say is “a comprehensive economic recovery package” that will aim to help small businesses.
In a statement, Gov. Phil Murphy; Senate President Steve Sweeney, D-Gloucester/Salem/Cumberland; Assembly Speaker Craig Coughlin, D-Middlesex; Senate President Pro Tem M. Teresa Ruiz, D-Essex; and Assemblywoman Eliana Pintor Marin, D-Essex, said the bill “drive sustainable economic growth, and reform our tax incentives system.”

In 2017, it seemed that legalizing marijuana for recreational consumption would be Gov. Phil Murphy’s easiest campaign promise to fulfill. After all, the governor and the two top legislative leaders, both Democrats, were on board as were nearly two-thirds of New Jersey’s citizens. Legal weed would be signed, sealed and delivered in Murphy’s first 100 days in office.
But for a number of reasons, the Legislature couldn’t come up with the votes last year; instead, last month they put it to the voters, who overwhelmingly passed the measure. But legalizing marijuana still requires enabling legislation, and over the past several weeks internecine Democratic quarrels killed two versions of the bill.

Years after they began efforts to legalize marijuana for New Jersey adults, lawmakers on Thursday passed a historic bill that establishes rules and regulations for legal cannabis sales and makes the Garden State the first in the region to overhaul its pot laws.
The state Assembly voted 49-24 with six abstentions to pass the bill (S21), and the Senate followed later Thursday, passing it 23-17.
The bill now goes to Gov. Phil Murphy’s desk, who must sign the measure for it to become law.
