Coolidge, Arizona - Monday the Justice Department announced a settlement agreement with the Coolidge Unified School District to resolve the department’s investigation into the school district’s programs for its English learner students. The department’s investigation of the district found system-wide failures to provide the instruction, resources and teacher training that students need to master English, leaving them to struggle academically year after year.
The department conducted its investigation under the Equal Educational Opportunities Act of 1974.
“Every child deserves an equal opportunity to excel in school. Where there are language barriers, schools have an obligation to do more to put students on an equal footing,” said Principal Deputy Assistant Attorney General Pamela S. Karlan of the Justice Department’

CHARLESTON, S.C. (WCSC) - The U.S. Attorneyâs Office in South Carolina says it has settled an investigation involving the Charleston County School District.
A release from the office of Acting U.S. Attorney Rhett DeHart states the investigation, which was also conducted by the Department of Justiceâs Civil Rights Division, looked into complaints that the school district failed to communicate essential information to thousands of Spanish-speaking, limited English proficient parents and denied their children full and equal access to the districtâs education programs and services.
Today the Justice Department announced a settlement agreement with the Charleston County School District to resolve its investigation into complaints that the school district failed to communicate essential information to thousands of Spanish-speaking, limited English proficient (LEP) parents, denying their children full and equal access to the district’s education programs and services. The Civil Rights Division and the U.S. Attorney’s Office for the District of South Carolina conducted the investigation under Title VI of the Civil Rights Act of 1964 and the Equal Educational Opportunities Act of 1974.
