Expectations are high for President Biden to prioritize criminal justice reform. Just a few weeks ago, his fiscal year 2022 budget was released, and it includes Justice Department funding for state and local grant programs.
Our analysis has found some $1.3 billion earmarked for reform-related grants, which are one of the main tools the federal government has for spurring positive change at the state and local levels. The number represents a 78 percent increase from the previous year.
Community Violence Intervention and police hiring
Many justice reformers point out that there are effective non-law enforcement strategies for reducing violence. Biden’s budget goes big on one such set of strategies, including $100 million in new Community Violence Intervention initiative grant funds within DOJ and $100 million within the Centers for Disease Prevention and Control (CDC).

Grant funds three new Woodland PD officers

The Woodland Police Department is recruiting for three police officers to fill current vacancies. Funding for these positions is supplemented by a Community Oriented Policing Services (COPS) grant from the U.S. Department of Justice in the amount of $375,000 over three years.
These officers will be assigned to the patrol division to better serve the community by handling the increasing number of calls for service. The hiring process will begin immediately, as it generally takes six months to bring on a new officer.
The COPS office is the component of the U.S. Department of Justice responsible for advancing the practice of community policing by the nation’s state, local, territorial and tribal law-enforcement agencies through information and grant resources.
Throughout last summer, we saw tons of people screaming about defunding the police. When the election came around, those same people voted for the current occupant of the White House.
President Joe Biden was more than happy to take their votes. However, now that public perception has turned against defunding law enforcement, the president is in a bind. It’s been his party calling for this. How can he keep from losing both chambers of Congress in the midterms?
Well, it seems their plan is, surprise surprise, to blame Republicans.
The White House is responding to relentless Republican charges that it wants to “defund the police” by embracing the message that there are, in fact, politicians angling to starve law enforcement of needed money: congressional Republicans.
