The chair of New York City’s Civilian Complaint Review Board is calling for a fundamental shift in how NYPD officers are disciplined for abuse of civilians.
The Rev. Fred Davie, who has led the board since April 2018, said last week the police commissioner should no longer be the final arbiter of discipline in cases investigated by the CCRB.
“I’ll go where others dare not tread and hope I still have my position tomorrow morning,” Davie said on Dec. 16 during a public event convened by his agency to discuss civilian oversight. “I would say we really need to look at final authority.”

It has been quite the year.
2020 was defined by its novel challenges and escalating uncertainty, but our movement stayed the course, exceeded our own expectations, and broke new ground. I cannot help but look back on DPA’s work this year with appreciation and affirmation that we were as ready as possible to meet this moment.
Here are a few of the monumental accomplishments we fought for, along with our members and allies:
JANUARY
New Jersey Governor Phil Murphy signed legislation mandating comprehensive disclosure and transparency requirements for the system of civil asset forfeiture. DPA has long-played a leading role in forfeiture reform – calling for abolishing civil forfeiture entirely and supporting efforts to reform the practice.

There’s an old curse: “May you live in interesting times.” And boy, did 2020 prove why it’s such an awful thing to wish on somebody.
On paper, 2020 was 12 months, just like any other year. But let’s be real, it felt more like a decade, at least. January was a lifetime ago, back before social distancing, Zoom parties and entire countries shutting down. Those times are but a distant memory, with photos of maskless crowds like relics of a time long past. The biggest story at the beginning of the year – the impeachment of President Donald Trump – was just the first chapter in the epic saga that has been 2020.
