Why are additional permanent concussion substitutes being introduced?
Following extensive consultation with medical experts and National Associations to find ways to improve management of possible neurological head injuries in football matches, the IFAB have approved trials to use APCS.
The IFAB, who oversee the Laws of the Game, believe that where there is any doubt about a player having been concussed the players should be protected by being permanently removed from the match and to facilitate this, the player’s team should not suffer a numerical disadvantage by prioritising the player’s welfare.

The Premier League has confirmed they will introduce concussion substitutes from February 6, as David Ornstein first revealed.
The trial was approved at the shareholders meeting last week. The Premier League have now confirmed that, as The Athletic revealed on Thursday, the top flight intends to implement the plan from matchday 23.
Trials will also be held from the fifth round of the FA Cup and from February 6 in the Women s Super League.
Premier League clubs were informed on Thursday evening. It will be the first competition in the world to introduce concussion substitutes.

The Football Association and the Premier League have successfully applied to the International Football Association Board (IFAB) to introduce additional permanent concussion substitutions trials across the Premier League, Barclays FA Women’s Super League, FA Women’s Championship and Emirates FA Cup.
The dates for the introduction of the trials include:
Premier League - from February 6, 2021
Barclays FA Women’s Super League and FA Women’s Championship - from February 6, 2021
Emirates FA Cup - from the fifth round (February 9-11, 2021)

Concussion substitutes will be trialled in the Premier League from February 6, English football s top division has confirmed.
A maximum of two substitutes will be allowed in addition to the stipulated allocation of three substitutions in the event of a player suffering a head injury and showing symptoms of concussion.
The Football Association (FA) and the Premier League applied to the International Football Association Board (IFAB) to introduce the trials.
CONCUSSION substitutes will first be used in the Premier League from February 6.
A joint statement from the league and the Football Association (FA) set out the timetable for the rollout of the new protocol, which will enable teams to make up to two additional permanent concussion substitutes in a match.
The new protocol will first come into force in the FA Cup from next month’s fifth round, the FA said, and will be used in the Women’s Super League and Championship from February 6.
The protocols were approved at the annual business meeting of the International Football Association Board, the game’s lawmaking body, last month.
