set to go into effect in 2024
The Coast Guard says it will not enforce the International Maritime Organization’s Marine Environment Protection Committee’s IMO Tier III engine emission regulations for vessels larger than 78 feet, a move it says was due to the lack of technology and delays caused by the Covid-19 pandemic.

Several groups, including the National Marine Manufacturers Association, the European Boating Industry and the International Council of Marine Industry Associations, worked with the IMO in an attempt to get an extension.
A Collective Effort
Following
this week’s announcement that the European Union and United States negotiated a suspension of the June 1 tariff increase on U.S.-built boats and engines, the National Marine Manufacturers Association, European Boating Industry and International Council of Marine Industry Associations
The statement reads:
“We welcome the agreement reached by U.S. and E.U. negotiators this week to prevent the doubling of retaliatory tariffs on recreational boats made in the U.S., entering the European market. EBI, ICOMIA and NMMA are encouraged by both parties’ commitment to resolving this underlying trade issue. As negotiating parties continue discussions that will ultimately resolve the imposed tariffs on U.S. steel and aluminum most importantly, the 25 percent tariffs on U.S.-made boats we look forward to working with representatives on both sides of the Atlantic to achieve this objective.”

The International Council of Marine Industry Associations (ICOMIA), European Boating Industry (EBI), European Boating Association (EBA), British Marine (BM) and the Royal Yachting Association (RYA) now issue a clarification on certification requirements for second-hand boats in trade between the EU and UK post-Brexit.
In dialogue with the EU and UK authorities, the key questions were raised, and clarification received. EBI has been liaising with the European Commission and BM has taken the lead with the Department for Business, Energy and Industrial Strategy (BEIS). The scenarios have been confirmed by BEIS and are understood to be correct based on guidance by the European Commission.
