The DA Advocates are available to current and past crime victims, who are seeking information about an offender’s status and whereabouts, even long after they have been sent to state prison.
A number of California laws have changed in recent years, shortening the original state prison sentences. Often crime victims are caught unaware of modified sentences and early releases.
Anyone who has been a victim of a crime and is concerned about a state prison inmate, his or her current status, prison release date or upcoming parole hearing, DA Advocates can assist by navigating the local and state criminal justice system, and provide crime prevention information and counseling assistance as necessary.
Wine Bar Owner Faces Criminal Charges Over COVID-19 Violations
A wine bar owner in Santa Barbara County is facing four criminal charges for keeping his business open during the state’s pandemic restrictions, making him one of the few business owners in California formally charged by the state for defying Gov. Gavin Newsom’s stay-at-home orders.
Kurt Hixenbaugh, 49, and his wife, Dawn, have owned Vino et Amicis in Old Town Orcutt since 2018. He is a former police officer with the San Luis Obispo Police Department, and a U.S. Army veteran with no previous criminal record.
Hixenbaugh says he was having a drink in his bar after hours while interviewing a potential employee last August when three undercover agents from the California Department of Alcoholic Beverage Control (ABC) came in. They then cited him for allegedly serving alcohol indoors, which was against public health orders at the time.

“The Lompoc Police Department is awaiting the determination of the Santa Barbara County District Attorney’s Office pending the review of the completed investigation by the Santa Barbara County Sheriff’s Office.”
Schmidt said that despite the dispute regarding the weapon, “nothing prevents the AG from taking over an investigation at any time.”
He noted that Sheriff Bill Brown served as Lompoc’s former police chief overseeing the recruitment and training of police officers.
Brown was hired as Lompoc’s police chief in 1995 and served 11 years before being elected as sheriff.
Schmidt also contends that District Attorney Joyce Dudley is “prominently featured” in the Commission on Peace Officer Standards and Training, or POST, training video regarding amendments to laws related to the justified use of lethal force by peace officers.

The Lompoc Police Department released a response Tuesday to a report calling for state prosecutors to investigate a recent officer-involved shooting.
In a story in the Santa Maria Times, the attorney for the family of Krys Ruiz, who was shot and killed by police last month, called for the California Attorney General to investigate the shooting.
However, Lompoc police say the case would only qualify for a state investigation if Ruiz had been unarmed. A new law that went into effect this year calls for a state prosecutor to investigate all officer-involved shootings involving unarmed civilians.
