WASHINGTON - The House passed a $1.9 trillion COVID-19 economic aid package Wednesday, sending to President Joe Biden a sweeping measure that includes not only pandemic-related $1,400 checks and expanded unemployment benefits, but also the biggest-ever expansion of Obamacare and hefty new tax credits to combat child poverty.
Biden is expected to sign what is likely to become a signature achievement of his presidency on Friday, days before unemployment insurance expires for more than 10 million Americans on March 14.
House Speaker Nancy Pelosi, D-Calif., called it one of the most important measures in her 33-year legislative career, on par with the landmark Affordable Care Act of 2009. Tens of millions of Californians are expected to receive a direct financial benefit from the bill.

The White House issued the following statement on Wednesday after the House gave the final approval.
“The House and Senate have passed the American Rescue Plan and President Biden looks forward to signing it into law this week. The Treasury and IRS are working to ensure that we will be able to start getting payments out this month. And the IRS and Bureau of the Fiscal Service are building on lessons learned from previous rounds of payments to increase the number of households that will get electronic payments, which are substantially faster than checks.”

On Wednesday, March 10, the House passed the Senate-approved
version of H.R. 1319, the American Rescue Plan Act of
2021, on a 220-211 vote (title-by-title summary available here). No Republicans supported the bill, and
one Democrat, Rep. Jared Golden (D-ME), opposed the bill. Rep. Kurt
Schrader (D-OR), who previously voted against the bill, voted to
support the measure, which aims to accelerate activities to address
the virus and provide additional economic support to individuals,
state and local governments, and small businesses. The bill
provides for a total of $1.88 trillion in federal investments.

America’s families with children are one step closer to a cash infusion that could potentially lift millions of kids out of poverty and be the seed money for a better life.
Alongside $1,400 stimulus checks and more unemployment benefits, the $1.9-trillion financial stimulus package passed Saturday in the Senate, and in the House of Representatives on Wednesday, broadens the Child Tax Credit’s eligibility and makes the credit’s payouts more generous.
The IRS would send recurring direct payments to eligible parents from July to December and square up the rest in a lump-sum payment next tax season.
