The cost to replace an outworn heating, ventilation and cooling system in Sarnia’s downtown library has shot up 70 per cent.
City council approved the $225,000 hike – to $545,000 total – in February after new duct work, asbestos abatement and equipment costs came to light.

Funding for the initial scope – even before the cost increases became apparent – was already short about $24,000 when the project was awarded to Neptune Security Services Inc. last April 20, Sarnia facilities manager Trevor Sanderson said.
