Crime Stoppers and the Houston Police Department’s Special Victims Division say the fugitive is 23-year-old Joseph Lemelle. HPD officers received a report of Sexual Assault of a Child that occurred in the 11400 block of Telephone Road back on March 11, 2020. During the investigation, detectives learned that Lemelle sexually abused the victim the day before. Lemelle is described as standing approximately 6’03 , weighing 155 lbs., with brown eyes and black hair.
