Katti later withdrew his statement, tendered an apology and said he never wanted anyone to die and that everyone should prosper.
Ishwar, the farmer activist from Gadag in North Karnataka, rang up Katti on Wednesday and asked him how he expected people to survive on just two kg of rice a month when the lockdown has rendered thousands jobless.

Special Arrangement Nearly a week after the BJP government came under intense criticism from the Opposition over district in-charge Ministers not doing enough in their districts, it seems to have been a mixed effort from the Ministers, who have been present, physically or virtually, to monitor the situation.
Following the criticism from the Opposition at the all-party meeting convened by Governor Vajubhai R. Vala, the Ministers were nudged to be more proactive in their districts by Chief Minister B.S. Yediyurappa. The surge in COVID-19 cases outside Bengaluru has become a cause for concern since several districts are reporting a higher Case Fatality Rate and higher cases in proportion to their population.

Karnataka Chief Minister B S Yediyurappa on Tuesday directed Deputy Commissioners to initiate action against rich people who are in possession of Below Poverty Line (BPL) ration cards.
His direction came two days after Food and Civil Supplies Minister Umesh Katti came under fierce attack from party leaders over his remarks on BPL ration card eligibility.
Yediyurappa told reporters that many affluent people have violated rules and secured BPL cards and his government had been kind enough to give adequate time to surrender such cards voluntarily.

Bengaluru, Feb 16: A day after his statement on Below Poverty Line ration card holders sparked a row, Karnataka Food and Civil Supplies Minister Umesh Katti on Tuesday did a U-turn, saying there were no definite parameters for BPL and APL card holders over availing benefits.

The minister emphasised that the BJP government in Karnataka headed by B S Yediyurappa was pro-poor and was committed to distributing more BPL cards.
It will continue to give free foodgrains such as Ragi, corn and rice, he added. Having come under attack from the Congress and the JD(S), Katti told reporters here there were no definite parameters for BPL and APL (Above Poverty Line) and there was no need for anyone to worry as the government has not issued any statement in this regard.
