US base oil output reaches record low in February; refiners vulnerable ahead of hurricane season
US paraffinic base oil production reached a record low in February, according to the latest US Energy Information Administration (EIA) data, which date back to 1993.
Low stocks after 2020 paired with polar storm impacts put US refiners in a vulnerable position ahead of a potentially active US Atlantic hurricane season.
The data confirm projections that February’s polar storm could be worse than a hurricane in terms of effects on refinery output.
The polar storm shut down 42% of total US virgin production capacity, according to ICIS data, by affecting four major refineries: Motiva (Port Arthur, Texas), ExxonMobil (Baytown, Texas), HollyFrontier (Tulsa, Oklahoma) and Calumet (Shreveport, Louisiana).

As Ukrainians prepared to enter an extended Orthodox Easter and May Day holiday period, the cabinet of ministers on April 28 announced the dismissal of Naftogaz CEO Andriy Kobolyev and the company’s entire supervisory board. The move came as a shock to many, with European officials commenting that it would set a dangerous precedent for other Ukrainian state-owned enterprises (SOEs).
Prior to his dismissal, Kobolyev had been at the head of Ukraine’s flagship state-owned oil and gas company since 2014. He had previously survived repeated attempts to engineer his removal by successive governments and political opponents.
